	　　家是我们每个人的归宿，无论你是拥有自己的房产，还是暂时租用一套公寓，每天晚上都要回到这个地方。然而，随着人们生活水平的提高，家庭轿车的数量日益增多，不少家庭拥有2辆轿车，甚至更多辆轿车。住宅小区对停车位的需求越来越多，也就是这样的住宅只能满足一般住户一辆汽车的停车要求，考虑到一些住房有两辆汽车的情况，实际上大部分汽车还是无车位可停。因此，小区停车问题与其他停车市场仍存在着很大的不同。</p>
<h3>
	　　小区停车面临的困境分析：</h3>
<h4>
	　　一、住宅小区的停车类型</h4>
<p>
	　　从停车的类型来说，大多数住宅小区主要以露天停车和地下停车的方式为主。</p>
<p>
	　　露天停车：包括在规划停车场用地和小区道路一侧停放，在每个小区都有，因为它是最方便的停车方式，但对九十年代之前建成的小区来说，它却是唯一的停车选择。这些老旧小区原来规划的停车位就很少，有的甚至没有规划，所以只好借助小区道路一侧停放，解决一时的车位不足，由于管理上的不规范，经常容易发生车辆受损和车位占用纠纷。露天停车的另外一个缺点是需要大面积占用土地，基于住宅停车大多是长期停放的特点，它不应该成为住宅停车的主要方式。</p>
<p>
	　　地下停车：是目前主流的住宅区停车场建设类型，也是今后较为提倡的一种方式。它的优点在于不占用土地，充分利用住宅和绿地的地下空间，停车库内的设施也较为全面和规范，车位充足，缺点也是明摆着，建设成本高，维护成本高，需要合理规划和加强管理来弥补。</p>
<p>
	　　机械式停车：是近几年随着技术的提高而产生，机械式停车设备开始出现在越来越多的小区，以其节约土地和自动存取的特点逐步得到人们的认可。但在上下班停取车高峰是否能保证停车者快速停取，还有发生故障时如何保证车主的出行权利，是目前面临的问题。</p>
<h4>
	　　二、住宅区停车设备的配备的两种途径：</h4>
<p>
	　　一种是开发商在竣工时就已经安装好了，近两三年的新建小区大都是这种情况。这样的小区一般都是标准型设备，发卡出票机、读卡机、栏杆机，一进一出或二进二出，和小区的一卡通兼容，车库内部的标志标线、减速垄、车轮定位器、护墙条、车位锁等也都一应俱全。但不可否认，开发商上这些设备的理由更多地是为了智能化的噱头和小区的外在形象，为了促销楼盘的目的，一般不太关注居民最终使用是否便利。所以，配备标准化装置可以满足基本的管理要求即可，至于质量和维护，那都是后期物业的事了。</p>
<p>
	　　这种情况下的停车设备销售，主要是通过安防工程商、一卡通或系统集成商，停车设备商直接面对开发商的情况不多。不过，有的时候到项目施工现场找找，也可能会有机会，有些公司就派专人在城市里专跑工地，也取得了不错的业绩。</p>
<p>
	　　另一种情况是物管公司为了提高管理水平自行购买。这种情况下，购买者大都有自己的具体要求，如需要区别住户和非住户车辆，需要出入口监控，需要对非住户收费等等，而且，他们也会对设备的质量更加关心，因为他们是设备的操作者，肯定不希望花钱买来的设备总是出故障，也影响物业形象。这种需求下，品牌和价格会是比较重要的影响因素。</p>
<p>
	　　至于机械式车库，基本上都算是大工程。不过，出发点不同，对设备的要求也会不一样。在住宅区停车这个市场领域，虽然居民是最终的使用者，但购买停车设备的决定权并不在他们手里，开发商更多的只是想用最低的价格获得足够的车位通过规划要求，不太会顾及到今后使用中的问题，所以，上了设备最终闲置的现象比较突出。另外，机械车库的日常维保也非常重要，否则的话，过四、五年就会出现大问题。最近有些小区车库出现砸车的事情，很多都是因为物业平时不注意维护保养造成的。</p>

	　　三、小区停车管理问题：</h4>
<p>
	　　按照小区停车场的使用对象来分大致可分为两大类：一类是只提供给业主内部停车;一类则是半对外开放停车。</p>
<p>
	　　业主内部停车时专门提供给小区的业主使用，他们针对的使用对象都是小区内部的业主，这类车辆的管理相对来说会比较容易，停车场设备的选择上也相对轻松单一，只要管理内部车辆;而对于半对外开放的小区停车场来说，停车场管理设备就要复杂些，每天进进出出的车辆不仅有业主的，还有外来车辆。</p>
<p>
	　　面对小区停车场的两种不同管理方式，对于停车场管理系统的要求也存在不同的需求。而对于停车管理系统的选择还得根据实际的情况进行具体分析。</p>
<p>
	　　小区的停车管理是很多物业公司非常头疼的问题，这一方面是因为先期车位规划不足，更多的是缺乏有效的管理措施或者一套有用的停车管理系统。比如，车位不足导致业主抢占车位，业主之间产生矛盾，轻则发生口角，重则出现车辆被划、被扎轮胎等恶意破坏行为;停车收费明显不合理，导致许多业主干脆不交停车费，业主与物业之间矛盾严重;为增加收入，物业把小区车位向社会开放，造成安全隐患;车辆遭到损坏的，往往责任无法确定;等等。</p>
<p>
	　　因此，要想解决住宅区停车问题，合理规划停车位、专业化的管理和系统性的停车管理系统都是十分必要的。在这里，我们列举一些有效的措施。</p>

	　　小区停车解决方案：</h3>

	　　一、引进停车管理系统</h4>
<p>
	　　针对小区、企事业单位等管理内部车的月卡型停车场管理系统，对于基本的车辆安全、秩序通行管理、收费经营管理等起到实质性的管理效果。功能简单快捷，能够满足绝大多数的停车场需求。</p>
<p>
	　　月卡型停车管理系统，车辆进出停车场的流程为：车辆进入停车场时触发入口处地感线圈，该系统就能快速完成车牌识别过程，当软件识别到该车牌为月卡车辆数据库中的月卡车后，道闸便会自动抬杆放行，管理软件同时对该车辆的停车信息进行保存;车辆出场时，快速系统对车辆进行二次识别，对识别信息进行一系列快速的处理后会检测到该车辆为月卡车，随后便快速抬杆放行。</p>
<p>
	　　举例：LD-116系统对临时车辆进出停车场的管理流程大致是：</p>
<p>
	　　车辆进入停车场时会触发入口处地感，这时候安装在快速系统控制机内的摄像机便会立即对车辆的车牌进行抓拍，并将图片传输给识别软件，由软件对车牌进行快速识别，并记录下相应的信息(入场时间、停车类型等)，这些信息处理完由管理软件进行保存，道闸抬杆放行车辆，车辆实现了不停车快速进场;车辆出场时，触发出口地感后快速系统对车辆进行二次识别过程，管理软件在接到相关停车信息后立即对出入口车辆的车牌进行对比后结算停车费，带车主交完费用之后，道闸抬杆，车辆快速离场，无需缴费(在免费时间规定内)的临时车辆则可以实现不停车出场。</p>
<p>
	　　对月卡车和临时车辆的识别方式，基本是一样的，唯一的差别就是车辆出场时，系统会自动检测是否在月卡车数据库内，即月卡车识别。不同的是临时车需缴费，月卡车不需要缴费。</p>
<h4>
	　　二、引进停车管理公司</h4>
<p>
	　　对物业公司来说，这是一个比较快捷的提高停车管理水平的途径方法，这主要得益于公安机关开展的规范社区停车管理和防范涉车案件行动。公司进小区对车辆进行管理，在分解物业公司风险的同时，也能调解居民因停车问题而与物业产生的矛盾，如果居民的车在小区内出现了丢失、剐蹭等问题，都由停车公司负责赔偿。不过，物业公司或居民需要另外向停车管理公司付费，这一点可能是阻碍专业公司进入小区的主要因素。</p>
<h4>
	　　三、错时共享停车</h4>
<p>
	　　这是一种能有效扩大停车供给的方式，而且实现起来也不困难。因为住宅区的停车需求主要在晚上，和写字楼、机关企事业单位的停车需求正好错开，如果小区附近有这类机构，可以和他们达成协议，这样一方面小区的停车需求能满足，写字楼的停车难题也能一并解决，对双方都有利。</p>
<p>
	　　这种方式的主要的难点在于如何有效管理，特别是小区。因为小区是个较私人的空间，接受外来人员停车，势必会给小区带来安全隐患。可以考虑采取许可证的办法。当然，错时停车方式，最重要的一点是要设定好时间限制，否则，晚上居民回家车位还被占着，早上写字楼员工来上班了，居民的车还没开走，看似小事，都会成为纠纷的导火索。还有就是如果出现车辆被损被盗，责任如何界定，也需要在实施之前写清楚。</p>
<h4>
	　　四、利用周边道路夜间停泊</h4>
<p>
	　　在小区附近一些车流量小的非主干道路，可以考虑用于夜间停车，即在晚上7点至次日早上7点。这种方式需要和交警配合实施。某地有家停车公司专门管理私家车过夜问题，他们在同有关部门沟通的基础上，开辟专门路段供过夜私家车停放，并实行有偿服务，每天早上，清空停车路段，以保障道路的畅通。某地物业管理公司在这方面也进行了尝试，由他们管理的小区，一部分业主的车辆晚上就停泊在小区旁边的一条断头路上。</p>

	　　五、规范停车设施和标志</h4>
<p>
	　　对现有的停车场地进行清理，重新划线，并设置足够的停车标志和标线，也能起到增加车位和加强管理的目的。这个方法实施起来也不难。</p>

	　　实际上，涉及到住宅停车的方面还有很多，包括合理的停车规划，适当的车位配建标准，停车场的设计，等等。不管哪一方面，最关键的一点是，从小区居民的利益和需求出发，这样做，最终会创建和谐高效的停车环境。</p>
